The City of Salmon Arm — not the regional district. If your lot is inside city limits, the City's building bylaw applies: you need a building permit to construct or structurally repair a retaining wall, and a registered professional must design any wall over 1.2 m and carry out field reviews. Drainage is written into that professional's scope, which is unusual and worth knowing.
Two details catch people out on Salmon Arm lots. First, terracing doesn't dodge the threshold — a run of short walls set closer than two horizontal to one vertical is assessed as one tall wall. Second, the bylaw can pull a wall in on drainage grounds alone, regardless of height, if the build changes how water moves across the site. On the hillsides above the Trans-Canada, and on the clay pockets that hold water through the spring melt, that comes up more often than you'd think.
